A shipment that clears in 5 days costs you nothing extra. The same shipment sitting at Apapa for three weeks burns through demurrage at $20–$50 per container per day after the free storage window (typically 5–7 days).

Here is the process, in the order it happens:

Step 1: Form M — Before Anything Leaves China

Your Nigerian bank issues Form M against a proforma invoice from your supplier. This is non-negotiable. Every commercial import over $1,000 requires Form M. It is valid for 180 days. If your Form M expires before the vessel docks, you start over.

The bank submits Form M through the Nigeria Customs Service (NCS) Trade Portal. It records: the supplier’s details, product description, HS codes, declared value, and the port of entry. Once submitted, the data is locked. Any mismatch between Form M and your actual shipping documents triggers a red-channel inspection. More on that below.

For the official requirements, consult the US International Trade Administration’s Nigeria import documentation guide.

Step 2: SONCAP Certification — Also Before Shipment

SONCAP (Standards Organisation of Nigeria Conformity Assessment Programme) is a mandatory pre-shipment conformity check. It verifies that regulated products meet Nigerian Industrial Standards (NIS) or approved equivalents before they leave China.

The process has two stages:

Product Certificate (PC): Your product undergoes testing at an accredited laboratory. If it passes, you receive a PC valid for one year. This covers repeat shipments of the same product.

Shipment Certificate (SC): For each individual shipment, your accredited agent inspects the goods, verifies the PC is valid, and issues an SC. This is the document Nigeria Customs actually checks at the port.

SONCAP costs start around $350 per shipment for standard consumer goods. Electronics, machinery with electrical components, batteries, tires, and pressure vessels all fall under SONCAP regulation. If your product is on the regulated list and arrives without a valid SC, the container does not clear—period. See the official SONCAP service page for the current regulated product list.

Step 3: PAAR — While the Vessel Is at Sea

The Pre-Arrival Assessment Report (PAAR) is an electronic submission to NCS through the Trade Modernisation Platform. It must be filed after the vessel departs China but before it reaches Lagos. Target: 7–14 days before arrival.

PAAR contains: cargo description, HS codes, declared CIF value, and the duty assessment. NCS uses PAAR to determine the inspection channel and calculate duties before the container touches Nigerian soil.

Late PAAR submission is the single most common cause of Lagos port delays. Submit it late, and you guarantee your container sits at the port for extra days regardless of channel assignment.

Step 4: Vessel Arrival, Channel Assignment, Duty Payment

The vessel docks at Apapa or Tin Can Island. NCS assigns a channel (Green, Yellow, Red—detailed below). Duties are assessed based on HS codes under the ECOWAS CET. You pay via the designated bank platform. After payment verification and inspection clearance, the container is released.

For the full regulatory picture, see the Nigeria Customs Regulations guide from the International Trade Administration.

Nigeria Import Duty Rates: What You’ll Pay

Nigeria applies the ECOWAS Common External Tariff (CET), which classifies all imports into five bands. On top of the base duty rate, three additional charges apply to virtually every shipment.

Band

Duty Rate

Applies To

Examples

Band 1

0%

Basic social goods

Books, certain pharmaceuticals, educational materials

Band 2

5%

Raw materials

Unprocessed metals, raw cotton, industrial chemicals

Band 3

10%

Semi-finished goods

Processed metal sheets, intermediate textile products

Band 4

20%

Finished consumer goods

Electronics, furniture, clothing, most general merchandise from Yiwu

Band 5

35%

Strategic protection goods

Certain agricultural products, goods with domestic industry protection

Additional Charges on Every Shipment

Charge

Rate

Calculated On

VAT

7.5%

CIF value + duty

CISS (Comprehensive Import Supervision Scheme) Levy

1%

FOB value

ETLS (ECOWAS Trade Liberalization Scheme) Levy

0.5%

CIF value (applies to non-ECOWAS imports)

What this means in practice: a shipment of consumer electronics (Band 4, 20% duty) with a CIF value of $20,000 pays roughly $4,000 in duty + $1,800 in VAT + $200 CISS + $100 ETLS = $6,100 in total customs charges before the container leaves the port. You cannot choose your channel, but you can influence which one you get.

Channel

Inspection Type

Clearance Time

What Triggers It

Green

Documents only — no physical inspection

3–7 días hábiles

Accurate HS codes, consistent declared values, complete documents, clean importer history, no risk flags

Yellow

Non-intrusive scanner inspection

5–12 días hábiles

Slightly elevated risk score, minor document discrepancies, new importer without established history

Red

Examen físico 100% — contenedor abierto, mercancía verificada

7–21 días hábiles

High risk score, declared value inconsistency, HS code errors, suspected prohibited items, random selection

Green channel is the target. It is uncommon but it happens. Budget for the possibility—the cost difference between a 5-day green clearance and a 14-day red clearance is roughly $200–$600 in demurrage on a 40ft container, plus the clearing agent’s inspection coordination fee.

Getting Goods From Yiwu Market Into the Container

Before freight and customs, there is the sourcing itself. Yiwu International Trade City has over 75,000 booths across five districts. A single 40ft container might pull goods from 15–40 different suppliers. Each supplier speaks varying levels of English. Each has a different lead time, minimum order quantity, and willingness to prepare export-grade packaging.

This is where a sourcing team in Yiwu changes the math. A local agent consolidates orders from multiple suppliers into one warehouse, inspects every item before payment is released, handles export documentation, and loads the container correctly. The alternative—trusting suppliers to self-coordinate across a 4-million-square-meter market—produces the kinds of problems that only become visible when the container is opened in Lagos.

Union Home has operated from Yiwu for over 18 years, serving 500+ overseas buyers across 30+ countries. Our commission is 3%–6% of order value, fully disclosed on every invoice. We inspect 100% of goods before shipment and average 2 weeks from order confirmation to container loading. Port-to-port 40ft standard containers from Ningbo/Shanghai to Lagos run $3,000–$5,050 depending on the carrier and season. On top of duties, imports attract 7.5% VAT, 1% CISS levy on FOB value, and 0.5% ETLS levy for non-ECOWAS goods. Some categories face additional levies—for example, used vehicles pay 20% duty plus a 15% NAC levy.

Can I ship LCL from Yiwu to Lagos, or do I need a full container?

Yes, LCL shipping from Yiwu to Lagos is available. Above that threshold, FCL usually costs less per unit and is faster (38–45 days vs 40–55 days for LCL).

What is the difference between Green, Yellow, and Red channel customs clearance in Nigeria?

Nigeria Customs assigns every shipment to one of three inspection channels based on risk scoring. Red channel (7–21 days): 100% physical examination of the container. Channel assignment depends on HS code accuracy, declared value consistency, importer compliance history, document completeness, and product risk category.

Do I need a sourcing agent in Yiwu, or can I buy directly from 1688.com?

You can buy directly from 1688.com or DHgate. The trade-off is consolidation and quality control. A 40ft container pulling from 20 different 1688 suppliers requires someone on the ground to receive, inspect, and combine those shipments into one export-ready load. Suppliers on 1688 ship domestically within China; they do not prepare export documentation or handle container loading. If you have a trusted freight forwarder who offers Yiwu consolidation, that works. If not, a local sourcing agent fills that gap—warehousing, inspection, documentation, and loading.

Which Lagos port handles containers from China?

Two main ports: Apapa Port Complex (Lagos Port Complex) and Tin Can Island Port.
